轉發教育部重申強化校園安全防護機制注意事項,並落實自我防護觀念宣導公告
一、依據教育部函文辦理。
二、教育部因應近期發生學生於校外遭不明人士疑似跟(騷)蹤、傷害事件,函文重申強化校圍安全防護機制注意事項,加強學生安全意識及被害預防觀念宣導,並強化學生意外事件臨機應變能力與緊急求助技巧等相關措施,宣導內容如下:
(一)提醒上學勿單獨太早到校,放學不要太晚離開校圍,務必儘量結伴同行或由家人陪同,絕不行經漆黑小巷或人煙罕至的地方及進出危險場所。
(二)同學應配合學校作息時間,課餘時免單獨留在教室,不單獨上廁所,避免單獨到校圍偏僻的死角,確保自身安全。
(三)課後社團及課後照顧班或自習班級之教室應集中配置,減少放學後樓層出入口動線,便於加強管控人員出入,在校遇陌生人或可疑人物,應立即通知師長。
(四)於校外遇陌生人問路,可熱心告知,但不必親自引導前往,應隨時注意自身安全,切勿聽信他人的要求,交金錢或隨同離開。
(五)在校外發現陌生人跟隨,應快速跑至較多人的地方或周邊最近(便利)商店,並大聲喊叫,吸引其他人的注意,尋求協助。
三、請學校各單位(含各學院系館、教室)落實校園門禁及門鎖管理並請總務處強化校園及周邊巡邏密度(含上、放學時段),提醒學生對可疑人、事丶物提高警覺,遇狀況請儘速通報協處。
Forwarding the Ministry of Education’s reiterated notice on strengthening campus safety protection mechanisms and the implementation of self-protection awareness campaigns
1. This is conducted in accordance with the correspondence from the Ministry of Education.
2. In response to recent incidents involving students being allegedly stalked or harmed by unknown individuals off campus, the Ministry of Education has reiterated the importance of reinforcing campus safety protection measures. It emphasizes enhancing students’ safety awareness and victimization prevention education, as well as strengthening their ability to respond to emergencies and seek help promptly. The key points of the campaign are as follows:
(1) Students are advised not to arrive at school too early or alone, and to avoid leaving campus too late after school. They should endeavor to travel in groups or be accompanied by family members, and absolutely refrain from passing through dark alleys, secluded areas, or entering hazardous locations.
(2) Students should adhere to the school’s schedule, avoid staying alone in classrooms during breaks, refrain from going to the restroom alone, and avoid isolated corners of the campus to ensure their personal safety.
(3) Classrooms for after-school clubs, care classes, or study groups should be centrally located to minimize the number of entry and exit points after school hours, facilitating enhanced control over personnel movement. If encountering strangers or suspicious individuals on campus, students should immediately notify their teachers.
(4) When approached by strangers asking for directions off campus, students may kindly provide information but should not personally escort them. They must remain vigilant about their own safety, never comply with requests for money, or accompany strangers away.
(5) If followed by a stranger off campus, students should swiftly seek out crowded areas or the nearest convenience store, loudly call for help to attract attention, and seek assistance.
3. All school units, including faculties, departments, and classrooms, are urged to enforce campus access control and door lock management. The Office of General Affairs is requested to intensify patrols within and around the campus, especially during arrival and dismissal times. Students should be reminded to remain vigilant toward suspicious persons, activities, or objects, and to promptly report any incidents for immediate assistance.
